Local family policy for local governments

In recent years, we’ve asked families directly what they need. The Gezinsenguête (Family Survey) and the Gezinskabinet (Family Cabinet) provided a clear picture. It quickly became evident that the local policy level has an important role to play.

The Association of Flemish Cities and Municipalities (VVSG) wants to support local authorities in developing their own local family policy. They reached out to the Knowledge Centre for Family Studies to survey municipalities about their needs. Family Studies students are actively contributing to this research.

What do local governments need for a strong local family policy?

VVSG wanted to gather insights from municipalities by exploring perspectives and questions from different roles. To do so, we formulated four clusters of questions that VVSG was particularly interested in.

As part of the course Family Policy, third-year students in Family Studies visited a municipality during the 2024–2025 academic year to present these questions. A total of 91 municipalities participated in the survey.
The results are being compiled into a report, which will be submitted to VVSG by 1 November 2025.
 

1) How far along are local authorities in developing their own local family policy?

  • What are their visions on local family policy?
  • To what extent are they able to implement an integrated family policy across their own services?
  • What strengths do local authorities have?
  • What obstacles do they face?
  • How would they like to be supported in this?

2) What are the needs of children, young people, and families? What kind of support do they expect from their local authority?

  • In which areas of life do they expect support?
  • Through which channels or types of services?
  • What does quality support mean to them?
  • What are the consequences of increasing societal diversity—in family types and ethnic/cultural backgrounds—for accessibility?

3) What works?

Based on both literature and good practices—national and international:

  • What are the characteristics of effective support for children, young people, and parents?
  • What defines effective support?
  • Under what conditions do local initiatives such as the Huis van het Kind, Sociaal Huis, childcare services, etc., become successful components of a strong support network?

4) What do local authorities need?

  • What do they need at different levels (elected officials, senior and operational staff) to implement an effective local family policy?
  • What are the essential and supporting conditions for this?

We zijn zeer blij met de inspirerende medewerking van heel wat lokale partners, voor de tijd die ze namen om onze studenten te woord te staan of om de vragenlijst in te vullen. Hun betrokkenheid leverde een rijk en genuanceerd beeld op van hoe Vlaamse steden en gemeenten vandaag werken aan een geïntegreerd gezinsbeleid en welke ondersteuning daarbij gewenst is.
De bevindingen van dit onderzoek vormen een belangrijke opstap voor de ontwikkeling van ondersteuningsmateriaal en -trajecten voor steden en gemeenten. Zowel VVSG als het onderzoeksteam gaan daar verder mee aan de slag.
